The problem is that even if an NPC has only one piece of equipment in their inventory they will still unequip it after you leave the area, because they will attempt to equip their default armor which they don't have. Unless someone knows a console command that changes what a certain NPC considers their default gear, but I suppose that is unlikely. So the only way to make them change clothes permanently is to somehow alter what they consider their default equipment. Wait for at least a day or two and then BUMP your old thread. There is no chefs in the game at all. The console is a developer's tool, not a game play aid, and the potential to break your game by using it incorrectly is enormous. Some people may suggest using the console - that is NOT recommended. Vanilla by itself, you are stuck with the game as is, and, in the case of what you are asking, those NPCs cannot be made to change their default outfits unless they are a potential follower - in which case they will wear the strongest armor or weapon you give them. The options are find a mod that does it, or use a tool - 圎dit or the Creation Kit. Let me guess, the steward, the bard and the wife are all female right?
